Cost recovery for accreditation
The information below outlines the Aged Care Quality and Safety Commission’s (Commission) cost recovery arrangements for approved providers of residential aged care services.
What is ‘cost recovery’ of accreditation services?
The Australian Government is applying full cost recovery for the accreditation of residential aged care services.
The move to cost recovery follows on from measures announced in the 2015/16 Budget that now apply to the Commission. Under the Australian Government’s cost recovery arrangements, Government entities charge individuals or organisations some or all of the costs of a specific government activity which may include goods, services, regulation, or a combination of these.
Current cost recovery arrangements
A Cost Recovery Implementation Statement for 2018-19 has been developed by the Commission outlining cost recovery arrangements for approved providers of residential aged care services. The Cost Recovery Implementation Statement describes the arrangements by which approved providers of residential aged care services will pay fees and charges for the full cost of accreditation of those services.
What are the fees?

The fees apply to the:
- assessment and determination of applications for accreditation of commencing services
- assessment and determination of re-accreditation of residential care services including accredited services and previously accredited services.
Proposed changes to cost recovery
The 2015-16 Budget announced that a new fee schedule would be introduced from 1 July 2016 to recover the full operating costs of accreditation. The proposal included unannounced visits, which previously had not been subject to cost recovery.
The 2018-19 Federal Budget announced that providers will not be required to pay a levy for unannounced site visits until 1 July 2020.
